OVC held two prelude events in the Nation’s capital:

On Thursday, April 23, 2009, the National Observance and Candlelight Ceremony was held to pay tribute to victims and survivors of crime.
On Friday, April 24, 2009, the National Crime Victims’ Rights Week Awards Ceremony was held to honor individuals and programs for their outstanding efforts on behalf of crime victims.
